It was a decent year for abundant housing advocates in Traverse City.
2023 accomplishments:
• approved contract with HomeStretch for Lot O
• approved PILOT for Annika 1
• approved PILOT for Annika 2
• approved some upzoning (duplexes, ADUs, smaller lots)
• approved a new PILOT policy (new state law)
• renewed PILOT for HomeStretch’s Carver Street project
• approved PILOT for Breakwater and new apartment building on Hall Street
• approved PILOT for Goodwill’s project on Munson Ave
What’s coming up in 2024? Here are a few possibilities:
- The Lot O workforce housing project remains in jeopardy after DDA forced HomeStretch to build an unnecessary tunnel for cars through it
- The Beitner workforce housing project is revisited (ad hoc formed to create an RFP in December 2022 – nine months later, three current city commissioners who voted for it then (Amy, Mi, Mitch) voted to oppose releasing the RFP in October 2023)
- A new Housing Fund is created with new city revenues (cannabis)
- R2 upzoning is revisited by the City Commission (was opposed by the current mayor in 2023)
- ADUs behind duplexes is revisited by the City Commission (was opposed by the current mayor in 2023)
- Short Term Rental zoning reform for C1/2 and C3/4 will be discussed at a Planning Commission meeting (Traverse City’s 8 square miles already has ~1000 hotel rooms)
- Goodwill’s long-talked-about supportive housing project on Station Street makes progress
